NDTA-USTRANSCOM Fall Meeting 2026: Why Government Lodging Belongs in the Defense Logistics Conversation

Lima Charlie’s Government Lodging team is in Grapevine, Texas this week for the 14th Annual NDTA-USTRANSCOM Fall Meeting, October 26 through 29 at the Gaylord Texan. Renee Ottley, our Director of Government Lodging, and Naomi Renee Roberts, Operations Coordinator, kicked off the meeting working the Registration and Help Desks, and the expo hall is open all week. As an NDTA member, we show up because government lodging is part of the same system the meeting exists to improve: the one that keeps people and the mission moving.

The Fall Meeting is co-sponsored by the National Defense Transportation Association and U.S. Transportation Command, and it brings military, government, and industry transportation leaders together under this year’s theme, Delivering Hope, Projecting Lethality, Theater to Globe. The Transportation Academy runs 64 classes across eight one-hour sessions, and one roundtable, moderated by Maritime Administrator Capt. Steve Carmel, takes on how ports, rail, air, highways, and pipelines keep operating in contested and degraded environments. NDTA describes the program as covering transportation and logistics support from humanitarian response to global military operations.

Every move has a landing, and the landing is a bed.

Government lodging is the other half of a move

The moving side of a PCS has been in the news. The Defense Department ended its Global Household Goods Contract with HomeSafe Alliance for cause on June 18, 2025, and the Personal Property Activity, which stood up at Scott Air Force Base on May 1, 2026, now oversees the Defense Personal Property Program. The Pentagon says the new activity is meant to serve the more than 300,000 service members who move each year. For household goods, questions still start with the installation’s personal property office.

A shipment schedule is only one of the clocks running on a family. When a delivery slips, temporary lodging stretches with it, and per diem limits, entitlement rules, and documentation requirements do not stretch on their own. That is why lodging has to be planned alongside the move, not after it. We wrote about how overseas allowances work differently in our post on winter PCS orders.

What to ask any lodging provider

Logistics leaders and travel managers can learn a lot from a few direct questions. Does the provider understand the Joint Travel Regulations and the Federal Travel Regulation, including rate limits, authorized charges, and the documentation that the Defense Travel System and government travel cards require? How quickly can it place a traveler or a group? Is billing consolidated into one invoice? And does a real person answer at night? Our Government Lodging team places travelers in 48 to 72 hours, with domestic and overseas coverage and one point of contact from sourcing to move-out.

The same team supports the work at the other end of NDTA’s theme. Hope is delivered in housing too, and our FEMA Direct Lease missions, including 793 households placed after the Maui wildfires, run on the same discipline.

Since 2021, Lima Charlie, Inc. has operated as a federal prime and subcontractor, and our past performance includes a Navy long-term lodging contract in San Diego and lodging for U.S. Army Medical Command at Fort Hood and Fort Bliss. We carry that record with humility, because every placement is a person who needed somewhere to land. Learn more about our government and military housing, or read NDTA’s own program details for the roundtable on wartime resilience.
