The NEMA 2022 Biennial Report surveyed all 50 states plus D.C. and revealed a system under serious strain. States handled 21,482 emergency events without any federal assistance in a single fiscal year. Only 83 received a major federal declaration. The rest, floods, fires, tornadoes, chemical spills, were absorbed entirely at the state and local level.

The Funding Gap Nobody Talks About

69% of state homeland security funding comes from federal grants that can be redirected or cut at any time. The Homeland Security Grant Program has been flat at $415 million since FY19 while the number of declared disasters and staffing requirements keep growing.

Only 29 states have self-funded disaster assistance programs. Only 15 states have FEMA-approved Enhanced Mitigation Plans. 32 states pay zero mitigation cost share, pushing the entire burden onto local governments least equipped to absorb it.
